MEETINGS AND PRESENTATIONS AT THE JUNE 5, 2017, TOWN COMMITTEE OF THE WHOLE:

Court of Revision 
A Court of Revision for the Epp and Routh Drains was held at 3:30 p.m. on June 5, 2017.

Engineer's Report - Sloma Drain
An open house was held at 5:30 p.m. on June 5, 2017, to provide landowners with an opportunity to discuss drainage issues with the engineer from K. Smart Associates Limited. The engineer was also present at the Committee of the Whole meeting to explain the process regarding the Drainage Report. The report was later approved at the June 12, 2017, Council Meeting.

Public Meetings under the Planning Act
Three public meetings were held on June 5, 2017, for the following properties.  Staff reports will be presented to Council at a future meeting.

  • 421 Johnson Street - Zoning By-law Amendment
  • 1397 York Road & 242-246 Four Mile Creek Road - Official Plan and Zoning By-law Amendments
  • Official Plan Housekeeping Amendment


PRESENTATIONS AT THE JUNE 12, 2017, TOWN COUNCIL MEETING:

Niagara-on-the-Lake
Energy Inc.

A Special Council meeting was held on June 12, 2017, at 5:00 p.m. for Niagara-on-the-Lake Energy Inc.'s Annual General Meeting.  Council received a presentation from the President and adopted Niagara-on-the-Lake Energy Inc.'s 2016 Financial Statements and approved the appointments of its Board of Directors.

Tree Fund Founding Advocates
Certificates were presented to the founding advocates of the Niagara-on-the-Lake Tree Fund.

Tree Fund Donation
The Niagara-on-the-Lake Rotary Club presented Town Council with a cheque for $2,000 for the Niagara-on-the-Lake Tree Fund.

NOTL Midgets BB Wolves
The NOTL Midgets BB Wolves hockey team was presented with plaques on behalf of the Town for their achievement as the 2016/17 Provincial Midgets BB champions. Congratulations to the team and coaches!


Minor Hockey Presentation
Representatives from the Niagara-on-the-Lake Minor Hockey Association Board presented the 2017 Mr. Hockey Award to Kyle Juras for exemplifying unconditional commitment as a volunteer within many facets of the association.

Chautauqua Residents' Association
Representatives from the Chautauqua Residents' Association made presentations to Council on the Chautauqua tree inventory and inventory strategies.

     

    council business
    Council approved the following at their June 12, 2017, meeting:

    Zoning By-law Amendments for:
       • 115, 117, 119 Johnson Street
       • 1446 Line 6 Road
       • 534 and 538 Butler Street
       • 105 Delater Street

    The Official Plan Amendment and Zoning By-law Amendment for 1376 York Road.

    That John Street, from Victoria Street to Niagara Stone Road, be added to the 2017 Hot Mix Paving Program.

    The hiring of Shoreplan Engineering Limited to assist in improving shoreline protection at the dock area, with funds being used from the Dock Area Reserve not exceeding $50,000.

    That staff hire a facilitator to engage in a public consultation process to establish an Urban Tree By-law at an estimated cost not to exceed $20,000.00; and that staff, with the aid of legal advice, amend the current Tree By-law 4571-12 to establish a by-law regulating trees on land to be developed or redeveloped; and that such development apply to all green and brown field sites, and that the by-law apply to all development or redevelopment for residential housing, commercial and industrial uses ensuring that before any development or redevelopment proceeds, that Council and staff be satisfied that there is a tree preservation, and planting plan provided by an arborist selected by the Town; and further, that the developer or redeveloper be responsible to cover all costs of the preservation plan and planting plan as well as all arborist fees and that the by-law  be incorporated in the Official Plan and tabled at the September 2017 Council Meeting.

    Council approved the following motions at the June 12, 2017, meeting:

    Councillor Disero – Staff be requested to implement a process protecting existing trees on municipal property while construction is taking place as part of the building permit process requirements.

    Councillor Disero – Staff receive the Chautauqua Residents' Association Community Tree Plan, and that the document be referenced for future planning discussions.

    Councillor Collard – Requesting the Minister of Municipal Affairs and Housing to activate the Municipal Disaster Recovery Assistance Program, and that the Director of Operations be given delegated authority to verify and attest to the accuracy of any claims to be submitted.

    Councillor Flynn – Requesting the Region to investigate the intersection of Line 3 Road and Four Mile Creek Road and recommend solutions to avoid further collisions; that the Lord Mayor and Regional Councillor bring this forward at Regional Council; and in the interim, the Town immediately install flashing red beacons on the top of both stop signs on Line 3 Road at Four Mile Creek Road.

    Councillor Disero – Staff be directed to report on policies in the existing Official Plan allowing the Town to implement the provisions of Section 37 of the Planning Act regarding increases in the height and density of development in return for the provision of such facilities, services or matters.

      FLOODING IN NIAGARA-ON-THE-LAKE
      MPP Wayne Gates and Constituency Assistant Ryan Donnelly recently met with Town staff to look at the flooding concerns at the Dock Area in Niagara-on-the-Lake.

      Sign up to receive your property tax bills and notices by e-mail and receive a tote bag. Complete the registration form on our Property Taxes webpage. (Please include only one e-mail address per property.)

      EVENTS & ACTIVITIES

      Grapes of Wrath Mud Run
      On Saturday, June 10, Town staff participated in the 6th annual Grapes of Wrath Mud Run to raise funds for the Canadian Cancer Society.  The staff team, Municipal Mudders, won the trophy for the Top Fundraising Team - Corporate Division!

      Niagara-on-the-Lake Golf Tournament
      The Town's 19th annual Golf Classic Tournament will take place on Thursday, October 5, 2017, at the Whirlpool Golf Course. Shot gun start at 11:00 a.m.; four person scramble.
