PUBLIC MEETING UNDER THE PLANNING ACT
A Public Meeting was held at the Town Administration Building on September 12, 2016 to discuss a zoning application for 1210 Irvine Road.  A Staff Report on this property will be presented to Council at a future meeting.

BUDGET WORKSHOP

 Town Finance Staff provided Council  with a two-part budget workshop on  September 12 and 19, 2016. During  these workshops staff reviewed the  budget creation process as well as  the  draft 2017 budget. Additionally,  Councillors were provided with a  question and answer session. ​

 

NEW DIRECTOR OF COMMUNITY AND DEVELOPMENT SERVICES

Town Council welcomed Craig Larmour, the new Director of Community and Development Services, at the September 12, 2016 Committee of the Whole Meeting. Mr. Larmour has 26 years of municipal experience, which includes tenure with the Town of Lincoln, the Regional Municipality of Haldimand-Norfolk, the Township of West Lincoln and the Town of Pelham where he served as Director of Planning & Development for ten years and also as Interim Chief Administrative Officer for one year​​.

At its September 19, 2016, meeting, Town Council approved:

The integration of Town radio equipment with the Niagara Regional Police Services radio system through a partnership with the City of St. Catharines Fire Department and the forwarding of $345,000 to the 2017 budget deliberations as a Capital project.

The adoption of Zoning By-law amendments for 459 Line 1 Road and 1585 Concession 6 Road.

Refusal of amendments to the 223-227 Mary Street Official Plan and Zoning By-law.

A Development Agreement for the lands located at 560 Mississagua Street.

That a Steering Committee, consisting of Council Members and Town Staff, engage a facilitator and organize a Strategic Plan update workshop to take place in February 2017 with an upset limit of $15,000.

That renovations to the Operations Centre, in the amount of $750,000 be included in the 2017 Capital Budget, and should the renovation go over budget, staff must go back to Council for additional funding; that a Facilities Master Plan be added to the 2017 budget deliberations, not exceed $100,000; and that the Old Virgil Firehall property located at 1607 Four Mile Creek Road, be declared surplus. 

An additional transit stop for the Niagara District Airport.

Council Motions

Councillor Collard - That Council support the idea and recommendations in the Collaborative Response to Guidance Document for Maintaining and Repairing Drains. 

Councillor Collard - That a petition be sent to the Provincial Government with respect to the Cap and Trade program so that residents are made aware of how much they are paying. 

Councillor Disero - That the Lord Mayor send a letter to the Province asking that phragmites be added to the Provincial Noxious Weed list and that staff meet with agencies to devise a plan, in partnership, regarding phragmites, and report back at a future meeting. ​
